$1M Reward for Capture of Fugitive Ex-Cop Dorner

A $1 million reward was offered today for information leading to the arrest of Christopher Dorner, as authorities in Big Bear, Calif., scaled back their search for the disgruntled ex-cop, who is suspected in three revenge killings.

"This is the largest local reward ever offered, to our knowledge," Los Angeles Police Chief Charlie Beck said at a news conference today. "This is an act of domestic terrorism. This is a man who has targeted those that we entrust to protect the public. His actions cannot go unanswered."

The money for the reward was pooled by businesses, government, local law enforcement leaders and individual donors, Beck said.

The reward comes on the fourth day of a manhunt for Dorner, who has left Southern California on edge after he allegedly went on a killing spree last week to avenge his firing from the police force. Dorner outlined his grievances in a 6,000 word so-called "manifesto" and said he will keep killing until the truth is known about his case.

Dorner's threats have prompted the LAPD to provide more than 50 law enforcement families with security and surveillance detail, Beck said.

Authorities are chasing leads, however they declined to say where in order to not impede the investigation.

Dorner's burned-out truck was found Thursday near Big Bear Lake, a popular skiing destination located 80 miles northeast of Los Angeles.

Investigators found two AR-15 assault rifles in the burned-out truck Dorner abandoned, sources told ABC News.

The truck had a broken axle, which may be the reason he decided to set fire to it, the police sources said.

Officers have spent the past couple of days going door-to-door and searching vacant cabins. The manhunt was scaled back to 25 officers and one helicopter in the resort town today, according to the San Bernadino Sheriff's Office.

On Saturday, Beck announced he would reopen the investigation into Dorner's firing but said the decision was not made to "appease" the fugitive ex-cop.

"I feel we need to also publicly address Dorner's allegations regarding his termination of employment, and to do so I have directed our Professionals Standards Bureau and my Special Assistant for Constitutional Policing to completely review the Dorner complaint of 2007; To include a re-examination of all evidence and a re-interview of witnesses," Beck said. "We will also investigate any allegations made in his manifesto which were not included in his original complaint."

Dorner is suspected of killing Monica Quan and her fiancé Keith Lawrence last Sunday in their car in the parking lot of their Irvine, Calif., condominium complex. Both were struck with multiple gunshot wounds.

Quan's father, Randall Quan, was a retired captain with the LAPD and attorney who represented Dorner before a police review board that led to Dorner's dismissal from the force in 2008.

On Wednesday, after Dorner was identified as a suspect in the double murder, police believe he ambushed two Riverside police officers, killing one and wounding the other.

The next day, Randall Quan reported he received a taunting call from a man claiming to be Dorner who told him that he "should have done a better job of protecting his daughter," according to court documents documents.

After Blizzard, Northeast Begins to Dig Out

The Northeast began the arduous process of cleaning up after a fierce storm swept through the region leaving behind up to three feet of snow in some areas.

By early this morning, 650,000 homes and businesses were without power and at least five deaths were being blamed on the storm: three in Canada, one in New York and one in Connecticut, The Associated Press reported.

The storm dumped snow from New Jersey to Maine, affecting more than 25 million people, with more than two feet falling in areas of Massachusetts, Rhode Island and New Hampshire. The Postal Service closed post offices and suspended mail delivery today in New England.

As the storm waned, officials in the hardest hit areas cautioned residents to remain indoors and off the roads to ease the clean-up.

Massachusetts was hard hit by the storm, with more than two feet of snow in Boston and even more in coastal areas. State police and national guard troops helped rescue more than 50 stranded motorists and even helped deliver a baby girl, according to Massachusetts Gov. Deval Patrick.

Patrick enacted the first statewide driving ban since the 1978 blizzard, which left 27 inches of snow and killed dozens. The ban was to be lifted at 4 p.m. today, the governor said.

However, Patrick cautioned residents to act with extreme caution even after the ban is over.

"Stay inside and be patient," Patrick said.

In Massachusetts a boy reportedly died of carbon monoxide poisoning as he helped his father shovel snow on Saturday, according to ABCNews.com affiliate WCVB-TV in Boston.

For residents along the coast, the waning snowfall didn't mean the end of the storm. Storm surges along the Massachusetts coastline forced some residents out of their homes Saturday morning.

"We've got 20-foot waves crashing and flooding some homes," Bob Connors on Plum Island told WCVB. "We have power and heat and all that. We just have a very angry ocean. In my 33 years, I've never seen the seas this high."

In Connecticut, Gov. Dannel Malloy declared a state of emergency and closed all roads in the state. The state police responded to more than 1,600 calls over the last 24 hours and the governor called up an additional 270 National Guard members.

"If you're not an emergency personnel that's required to be somewhere, stay home," Malloy said.

Overnight, snow fell at a rate of up to five to six inches per hour in parts of Connecticut. In Milford, more than 38 inches of snow had fallen by this morning.

In Fairfield, Conn. firefighters and police officers on the day shift were unable to make it to work, so the overnight shift remained on duty.

The wind and snow started affecting the region during the Friday night commute.

In Cumberland, Maine, the conditions led to a 19-car pile-up and in New York, hundreds of commuters were stranded on the snowy Long Island Expressway. Police and firefighters were still working to free motorists early this morning.

"The biggest problem that we're having is that people are not staying on the main portion or the middle section of the roadway and veering to the shoulders, which are not plowed," said Lt. Daniel Meyer from the Suffolk County Police Highway Patrol.

In New York, authorities are digging out hundreds of cars that got stuck overnight on the Long Island Expressway.

Bob Griffith of Syosset, N.Y., said he tried leave early to escape the storm, but instead ended up stuck in the snow by the side of the road.

"I tried to play it smart in that I started early in the day, when it was raining," said Griffith. "But the weather beat us to the punch."

Suffolk County Executive Steven Bellone said the snow had wreaked havoc on the roadways.

"I saw state plows stuck on the side of the road. I've never seen anything like this before," Bellone said.

However, some New York residents, who survived the wrath of Hurricane Sandy, were rattled by having to face another large and potentially dangerous storm system with hurricane force winds and flooding.

"How many storms of the century can you have in six months?" said Larry Racioppo, a resident of the hard hit Rockaway neighborhood in Queens, New York.

Snowfall Totals

In New York, a little more than 11 inches fell in the city.

By this morning, New York Mayor Michael Bloomberg said nearly all of the primary roads had been plowed and the department of sanitation anticipated that all roads would be plowed by the end of the day.

"It looks like we dodged a bullet, but keep in mind winter is not over," said Bloomberg.

'Stay Home': Northeast Shuts Down as Blizzard Hits

A blizzard of possibly historic proportions is set to strike the Northeast, starting today and could bring more than two feet of snow and strong winds that could shut down densely populated cities such as Boston and New York City.

A storm from the west will join forces with one from the south to form a nor'easter that will sit and spin just off the East Coast, affecting more than 43 million Americans. Wind gusts will reach 50 to 60 mph from Philadelphia to Boston.

"[It] could definitely be a historic winter storm for the Northeast," Adrienne Leptich of the National Weather Service in Upton, N.Y., said. "We're looking at very strong wind and heavy snow and we're also looking for some coastal flooding."

The snow began falling in New York City shortly before 7 a.m. ET. The snow is expected to mix with some sleet and then turn back into snow after 3 p.m.

Airlines have started shutting down operations between 2 p.m. and 5 p.m. at major airports in the New York area as well as in Boston, Portland, Maine, Providence, and other Northeastern airports. More than 4,000 flights have been cancelled on Friday and Saturday, according to FlightAware. Airlines hope to resume flights by Saturday afternoon.

New York City is expecting up to 14 inches, which is expected to start this morning with the heaviest amounts falling at night and into Saturday. Wind gusts of 55 mph are expected in New York City and Cape Cod, Mass., could possibly see 75 mph gusts.

Winter Storm to Hit Northeast With Winds and Snow Watch Video

Boston, Providence, R.I., Hartford, Conn., and other New England cities canceled school today. Boston and other parts of New England could see more than 2 feet of snow by Saturday.

Massachusetts Governor Deval Patrick declared a state of emergency Friday afternoon and announced a ban on all traffic from roads after 4 p.m. It is believed that the last time the state enacted such a ban was during the blizzard of 1978.

Beach erosion and coastal flooding is possible from New Jersey to Long Island, N.Y., and into New England coastal areas. Some waves off the coast could reach more than 20 feet.

"Stay off the streets of our city. Basically, stay home," Boston Mayor Tom Menino warned Thursday.

Blizzard warnings were posted for parts of New Jersey and New York's Long Island, as well as portions of Massachusetts, Rhode Island and Connecticut, including Hartford, New Haven, Conn., and Providence. The warnings extended into New Hampshire and Maine.

To the south, Philadelphia was looking at a possible 4 to 6 inches of snow.

Thousands of flights have already been canceled in anticipation of the storm. Amtrak said its Northeast trains will stop running this afternoon.

Bruce Sullivan of the National Weather Service says travel conditions will deteriorate fairly rapidly Friday night.

"The real concern here is there's going to be a lot of strong winds with this system and it's going to cause considerable blowing and drifting of snow," he said.

Parts of New York, still reeling from October's Superstorm Sandy, are still using tents and are worried how they will deal with the nor'easter.

"Hopefully, we can supply them with enough hot food to get them through before the storm starts," Staten Island hub coordinator Donna Graziano said.

New York City Mayor Michael Bloomberg said plows and 250,000 tons of salt were being put on standby.

"We hope forecasts are exaggerating the amount of snow, but you never can tell," Bloomberg said Thursday.

Residents of the Northeast have already begun to hit stores for groceries and tools to fight the mounting snow totals.

The fire department was called in to a grocery store in Salem, Mass., because there were too many people in the store Thursday afternoon trying to load up their carts with essential items.

"I'm going to try this roof melt stuff for the first time," Ian Watson of Belmont, Mass., said. "Just to prevent the ice dam. ... It's going be ugly on that roof."

Alleged Cop-Killer Has Calif. Region on Edge

The truck owned and driven by suspected cop killer Christopher Dorner during his alleged rampage through the Los Angeles area was found deserted and in flames on the side of Bear Mountain, Calif., this afternoon.

Heavily armed SWAT team members descended onto Bear Mountain from a helicopter manned with snipers today to investigate the fire. The San Bernadino Sheriff's Department confirmed the car was Dorner's.

Dorner, a former Los Angeles police officer and Navy reservist, is believed to have killed one police officer and injured two others early this morning in Riverside, Calif. He is also accused of killing two civilians on Sunday after releasing a scathing "manifesto" alleging grievances committed by the police department while he worked for it and warning of coming violence toward cops.

Heavily armed officers spent much of Thursday searching for signs of Dorner, investigating multiple false leads into his whereabouts and broadcasting his license plate and vehicle description across the California Highway System.

Around 3:45 p.m. ET, police responded to Bear Mountain, where two fires were reported, and set up a staging area in the parking lot of a ski resort. They did not immediately investigate the fires, but sent a small team of heavily armed officers up in the helicopter to descend down the mountain toward the fire.

The officers, carrying machine guns and searching the mountain for any sign of Dorner, eventually made it to the vehicle and identified it as belonging to Dorner. They have not yet found Dorner.

Late this afternoon, CNN announced that Dorner had sent a package containing his manifesto and a DVD to its offices.

Police officers across Southern California were on the defensive today, scaling back their public exposure, no longer responding to "barking-dog calls" and donning tactical gear outdoors.

Police departments have stationed officers in tactical gear outside police departments, stopped answering low-level calls and pulled motorcycle patrols off the road in order to protect officers who might be targets of Dorner's alleged rampage.

"We've made certain modifications of our deployments, our deviations today, and I want to leave it at that, and also to our responses," said Chief Sergio Diaz of the police department in Riverside, Calif., where the officers were shot. "We are concentrating on calls for service that are of a high priority, threats to public safety, we're not going to go on barking dog calls today."

Sgt. Rudy Lopez of the Los Angeles Police Department said Dorner is "believed to be armed and extremely dangerous."

Early Thursday morning, before they believe he shot at any police officers, Dorner allegedly went to a yacht club near San Diego, where police say he attempted to steal a boat and flee to Mexico.

He aborted the attempted theft when the boat's propeller became entangled in a rope, law enforcement officials said. It was then that he is believed to have headed to Riverside, where he allegedly shot two police officers.

"He pointed a handgun at the victim [at the yacht club] and demanded the boat," said Lt. David Rohowits of the San Diego Police Department.

Police say the rifle marksman shot at four officers in two incidents overnight, hitting three of them: one in Corona, Calif., and the two in Riverside, Calif.

NTSB to Challenge 787 Battery Tests

The National Transportation Safety Board will publicly question at a news conference planned for Thursday morning in Washington whether the Federal Aviation Administration and Boeing adequately tested the lithium batteries that have caught fire on Dreamliners in the U.S. and Japan, ABC News has learned exclusively from a government source.

The NTSB will say its investigation into the fire on the 787 at Boston's Logan Field showed gaps between what happened with the battery in testing and what happened with the battery confiscated by the NTSB in Boston, a source told ABC News.

The NTSB investigation followed the mid-January announcement that the FAA ordered the grounding of all Boeing 787 Dreamliner jets until their U.S. operator proved that batteries on the planes are safe.

The pre-certification test results were found to be different than what happened during NTSB investigation, the source said. The agency, charged with investigating civil aviation accidents in the U.S., is expected to question whether the Boeing tests certified by the FAA were "robust enough."

The NTSB told ABC News that its investigation is looking at the battery failure and what caused it, as well as the certification processes, emphasizing that the FAA has been "very cooperative in allowing our investigators access to the certification review that they are undertaking on their own."

Both the airplane maker and the FAA are responsible for the testing, the government source said.

This morning, the chairwoman of the NTSB, Deborah Hersman, told reporters at a breakfast briefing that the initial investigation into the batteries found "multiple cells where we saw uncontrolled chemical chain reaction," including short circuiting and thermal runaway, "and those features are not what we would have expected to see in a brand new battery, in a brand new airplane.

"We're evaluating assessments that were made, whether or not those assessments were accurate, whether they were complied with and whether more needs to be done," Hersman said. "We want to make sure the design is robust, that the oversight, the manufacturing process, that those are all adequate -- and so that will be a part of our continuing investigation to determine the failure modes, what may have caused it and what can mitigate against that in the future."

The lithium batteries, one power source for the 787, have never before been used in commercial airliners and were a source of concern from the beginning because of they operate at high temperature.

"I would not want to categorically say that these batteries are not safe," Hersman said. "Any new technology, any new design, there are going to be some inherent risks. ... I would say that, in the past, the NTSB have expressed concerns about the risks and recommended mitigation measures."

Hersman added that the fire seen on board the JAL Dreamliner in Boston in "shows us some risks that were not addressed."

In a statement to ABC News, Boeing said: "Lithium ion batteries were selected after a careful review of available alternatives because they best met the performance and design objectives of the 787. We've used them successfully in other applications, such as satellites, for nearly a decade, and they are used on other aircraft, spacecraft and naval vessels.

"With that said," Boeing added, "we constantly challenge our assumptions and decisions across all of our products when new information becomes available. Nothing we learned during the design of the 787 or since has led us to change our fundamental assessment of the technology. It merits emphasis that the 787 has extensive protections in place to ensure the ability for safe flight to continue even in the presence of a battery failure."

White House: Drone Strikes on Americans 'Legal'

The White House today defended the use of targeted drone strikes against U.S. citizens abroad suspected of high-level terrorist activity, but declined to detail the criteria for ordering such an attack.

“Sometimes we use remotely piloted aircraft to conduct targeted strikes against specific al Qaeda terrorists in order to prevent attacks on the United States and to save American lives,” White House Press Secretary Jay Carney told reporters.

“We conduct those strikes because they are necessary to mitigate ongoing actual threats, to stop plots, to prevent future attacks and, again, save American lives. These strikes are legal, they are ethical, and they are wise,” he said.

Administration lawyers found it is lawful to kill an American citizen if a “high-level” government official believes the target is an operational leader of al Qaeda who poses “an imminent threat of violent attack against the United States” and if capture is infeasible, according to a newly disclosed Justice Department document.

The 16-page white paper, first obtained by NBC News, finds there “exists no appropriate judicial forum to evaluate these constitutional considerations” and that the administration does not need to present evidence to a court before or after ordering such an attack.

“The condition that an operational leader present an ‘imminent’ threat of violent attack against the United States does not require the United States to have clear evidence that a specific attack on U.S. persons and interests will take place in the immediate future,” the document reads.

Carney repeatedly declined to discuss the details of the white paper.

“I would point you to the ample judicial precedent for the idea that someone who takes up arms against the United States in a war against the United States is an enemy and therefore could be targeted accordingly,” he told ABC News’ Jon Karl.

“[The president] takes his responsibility as commander in chief to protect the United States and its citizens very seriously. He takes the absolute necessity to conduct our war against al Qaeda and its affiliates in a way that’s consistent with the Constitution and our laws very seriously,” he said.

The white paper is believed to be a summary of the reported classified memo that outlined the legal justification for the drone attack that killed American-born radical cleric Anwar al-Awlaki in September 2011.

The American Civil Liberties Union has called the newly discovered document “profoundly disturbing.”

“It’s hard to believe that it was produced in a democracy built on a system of checks and balances. It summarizes in cold legal terms a stunning overreach of executive authority — the claimed power to declare Americans a threat and kill them far from a recognized battlefield and without any judicial involvement before or after the fact,” ACLU National Security Project director Hina Shamsi said in a written statement.

The Obama administration has carried out more than 300 CIA drown strikes in Pakistan, far more than his predecessor, President George W. Bush, according to the Bureau of Investigative Journalism.

Pressure is building from Capitol Hill for the White House to outline its legal authority to kill American citizens in counterterrorism operations.

“It is vitally important… for Congress and the American public to have a full understanding of how the executive branch interprets the limits and boundaries of this authority,” a group of eleven bipartisan Senators wrote in a letter to the president Monday, “so that Congress and the public can decide whether this authority has been properly defined, and whether the President’s power to deliberately kill American citizens is subject to appropriate limitations and safeguards.”

Boy Safe, Kidnapper Dead After Hidden Camera Tip

A week-long standoff in Alabama, where a retired trucker held a 5-year-old boy hostage in an underground bunker, has ended with the kidnapper dead and the child safe, according to law enforcement.

Officials had been able to insert a high-tech camera into the bunker to monitor the movements of the suspect, Richard Lee Dykes, and they had become increasingly concerned that he might act out, according to a law enforcement source with direct knowledge.

"FBI agents safely recovered the child who's been held hostage for nearly a week," FBI Special Agent Steve Richardson said at a news conference.

The agent said negotiations with Dykes "deteriorated" in the past 24 hours.

"Mr. Dykes was observed holding a gun," Richardson said. "At this point, the FBI agents, fearing the child was in imminent danger, entered the bunker and rescued the child."

The boy, identified only as Ethan, "appears physically unharmed" and is being treated at a hospital, authorities said.

Dykes, 65, is dead, but officials have not yet provided details on how he died.

"Right now, FBI special agent bomb technicians are in the process of clearing the property for improvised explosive devices," the FBI said in a written statement. "When it is safe to do so, our evidence response teams, paired with state and local crime scene technicians, will process the scene."

Dykes allegedly shot and killed a school bus driver last week and threatened to kill all the children on the bus before taking the boy, one of the students on the bus said.

"He said he was going to kill us, going to kill us all," Tarrica Singletary, 14, told ABC News.

Dykes had been holed up in his underground bunker near Midland City, Ala., with the abducted boy for a week as police tried to negotiate with him through a PVC pipe. Police had used the talks to send the child comfort items, including a red Hot Wheels car, coloring books, cheese crackers, potato chips and medicine.

Dykes was a decorated Vietnam vet who grew up in the area. He lived in Florida until two years ago, the AP reported, and has an adult daughter, but the two lost touch years ago, neighbor Michael Creel said. When he returned to Alabama, neighbors say he once beat a dog with a lead pipe and had threatened to shoot children who set foot on his property.

Body of Missing Mom Reportedly Found in Turkey

The body of an American woman who went missing while on a solo trip to Turkey has been pulled from a bay in Istanbul, and nine people have been held for questioning, according to local media.

Sarai Sierra, 33, was last heard from on Jan. 21, the day she was due to board a flight home to New York City.

The state-run Andolu Agency reported that residents found a woman's body today near the ruins of some ancient city walls in a low-income district, and police identified the body as Sierra.

Rep. Michael Grimm, R-NY, who with his staff had been assisting the Sierra family in the search, said he was "deeply saddened" to hear the news of her death.

"I urge Turkish officials to move quickly to identify whomever is responsible for her tragic death and ensure that any guilty parties are punished to the fullest extent of the law," he said in a statement.

The New York City mother, who has two young boys, traveled to Turkey alone on Jan. 7 after a friend had to cancel. Sierra, who is an avid photographer with a popular Instagram stream, planned to document her dream vacation with her camera.

"It was her first time outside of the United States, and every day while she was there she pretty much kept in contact with us, letting us know what she was up to, where she was going, whether it be through texting or whether it be through video chat, she was touching base with us," Steven Sierra told ABC News before he departed for Istanbul last Sunday to aid in the search.

Steven Sierra has been in the country, meeting with U.S. officials and local authorities, as they searched for his wife.

On Friday, Turkish authorities detained a man who had spoken with Sierra online before her disappearance. The identity of the man and the details of his arrest were not disclosed, The Associated Press reported.

The family said it is completely out of character for the happily married mother, who met her husband in church youth group, to disappear.

She took two side trips, to Amsterdam and Munich, before returning to Turkey, but kept in contact with her family the entire time, a family friend told ABC News.

Further investigation revealed she had left her passport, clothes, phone chargers and medical cards in her room at a hostel in Beyoglu, Turkey.

Hillary Clinton Says Goodbye...Until 2016?

After four years, nearly a million miles traveled and 112 countries visited, Hillary Clinton stepped down as the 67th secretary of state on Friday. But even on this, her final day as America’s top diplomat, she could not escape the questions about what she’ll do four years from now.

Many of the 1,000 employees who gathered to see her off expressed hope that this was not the end of her political career.

“2016! 2016!” the crowd chanted as   Clinton waved and drove away. “We’ll Miss You!”

Right before her departure, Clinton gave the traditional farewell speech to staff on the steps of the State Department’s historic C street lobby. In a roughly 10 minute, often reflective speech she called the 70,000 State Department employees part of “a huge extended family.”

“I cannot fully express how grateful I am to those with whom I have spent many hours here in Washington, around the world and in airplanes,” she said, drawing laughter from the audience.

Clinton’s trademark sense of humor was on display, even as she grew emotional  speaking about how much the State Department had  meant to her over the last four years.

“I am very proud to have been secretary of state. I will miss you. I will probably be dialing ops just to talk,” she joked to a cheering and laughing crowd. “I will wonder what you all are doing, because I know that because of your efforts day after day, we are making a real difference.”

But  Clinton also was somber when discussing the danger diplomats and foreign service officers face all over the world, using Thursday’s suicide bombing attack against the U.S. Embassy in Ankara, Turkey, in which a Turkish guard was killed, as an example.

“We live in very complex and even dangerous times, as we saw again just today at our embassy in Ankara, where we were attacked and lost one of our foreign service nationals, and others injured,” said Clinton “But I spoke with the ambassador and the team there. I spoke with my Turkish counterpart. And I told them how much we valued their commitment and their sacrifice.”

Clinton was flanked by trusted deputies, Bill Burns and Tom Nides, whom she gave warm hugs to at the end of the speech. With a huge “Thank You” sign behind her she walked a rope line after finishing her speech, greeting the hordes of employees who wanted to shake her hand and say goodbye before she walked out of the State Department as secretary of state for the last time.

“It’s been quite a challenging week saying goodbye to so many people and knowing that I will not have the opportunity to continue being part of this amazing team,” Clinton said. “But I am so grateful that we’ve had a chance to contribute in each of our ways to making our country and our world stronger, safer, fairer and better.”

What If Undocumented Immigrants Had Voted?

If every undocumented immigrant had cast a vote for President Obama in 2012, he would have won Arizona, Georgia, North Carolina and Texas, and he would have beaten Mitt Romney by nearly 11 percentage points nationally, instead of three.

Only citizens can vote, however, and 11.2 million unauthorized residents didn't get the chance.

But with immigration overhaul on the table, legalizing new Democratic voters looms as a threat for conservatives who don't want to hand their political foes a potential windfall of 11.2 million new voters with the creation of a pathway to citizenship -- and to voting rights -- with a comprehensive bill.

"The fear that many people have is that the Democrats aren't interested in border security, that they want this influx," Rush Limbaugh griped during his Tuesday interview with overhaul champion Sen. Marco Rubio of Florida. "For example, if 70 percent of the Hispanic vote went Republican, do you think the Democrats would be for any part of this legislation?"

New immigration policies could mean in influx of new voters, but Republicans needn't worry about it in the short term.

"Under almost any scenario, it's pretty far in the distance," Jeff Passell, senior demographer at the Pew Hispanic Center, said of the prospect that unauthorized immigrants' gaining voting rights would pump up numbers significantly enough to meaningfully change the U.S. electorate.

And yet, the "influx" wouldn't be negligible: "Realistically, we're talking about potentially adding probably 5 million potential voters or so in 10 years," he said.

Hispanic voters broke 71 percent for Obama in November, and Republican strategists recognize that the party has failed to court Hispanic voters effectively. But depending on how slowly the citizenship line moves, the Republican Party will have a decade or so to shake its anti-Hispanic stigma.

"It's a long time coming. You're talking about 15 to 20 years before we're talking about a whole slew of new voters coming into the electorate," said Jennifer Korn, executive director of the Hispanic Leadership Network, who served as Hispanic outreach director for George W. Bush's presidential campaign.

"If Republicans can map out and change their positions with things that Hispanics do support -- on less government, lower taxes, less regulations on small businesses -- then they can really compete for the Hispanic vote over the next 20, 30 years."

There are 11.2 unauthorized immigrants living in the United States, according to the Pew Hispanic Center's estimate. While most are of voting age (Pew estimates just 1 million younger than 18), the deluge of new Democratic voters might not be as substantial as Limbaugh implied.

In other words, it's not as if Democrats will gain 11.2 million votes in the next few years. Here are some things to keep in mind:

• Not All Hispanics Vote for Democrats. Most do, but not all, and voter preferences vary from state to state. In Florida, 60 percent of Hispanic voters backed Obama, according to 2012 exit polls; in Arizona, 74 percent voted for the president. Even if all 11.2 million had voted in 2012, Obama would only have picked up North Carolina if they simply hewed to Hispanic voter trends. Romney still would have carried Arizona, Georgia and Texas, although he would have won Georgia by less than 1 percentage point. (Note: There were no exit polls in Texas or Georgia, and here the national rate provides rough estimates of how results would have changed.)

Obama Confident Immigration Reform Will Pass

President Barack Obama expressed confidence on Wednesday that he would sign comprehensive immigration reform into law by the end of this year.

In an interview with Univision's Maria Elena Salinas, Obama explained that significant details of a bill still must be worked out by lawmakers, including the structure of a pathway to citizenship for many of the 11 million undocumented immigrants. But Obama said that the progress made by a bipartisan group of lawmakers in the Senate has given him hope that a deal can get done.

When asked by Salinas if we will have immigration reform by the end of the year, Obama said, "I believe so."

"You can tell our audience, 'Sí, se puede?'" Salinas asked.

"Sí, se puede," Obama responded.

Later in the interview, Obama said that he hopes a bill could be passed as early as this summer.

But cognizant of deep divisions a topic like immigration has sewn in the past, Obama said that's contingent on bipartisan negotiations continuing to proceed well.

"The only way this is going to get done is if the Republicans continue to work with Democrats in Congress, in both chambers, to get a bill to my desk," he said. "And I'm going to keep on pushing as hard as I can. I believe that the mood is right."

Although the president threatened to introduce his own bill if negotiations in Congress stall during his speech in Las Vegas, Nevada, on Tuesday, he said he is content to let lawmakers hash out the details among themselves for the time being.

"If they are on a path as they have already said, where they want to get a bill done by March, then I think that's a reasonable timeline and I think we can get that done. I'm not going to lay down a particular date because I want to give them a little room to debate," he said. "If it slips a week, that's one thing. If it starts slipping three months, that's a problem."

The president's principles and the Senate's principles on immigration broadly align with one another, but there are still thorny issues that could spark a division between Obama and Republicans, such as the pathway to citizenship.

The Senate's path to citizenship would allow many undocumented immigrants to obtain legal status immediately upon passage of the law. But their ability to then seek legal permanent residency would be contingent upon the U.S.-Mexico border being deemed secure. Sen. Marco Rubio (R-Fla.), a member of the bipartisan "Gang of Eight" on immigration, has been particularly vocal in stating that border security is a precondition for gaining legal permanent residence, and then citizenship.

While the White House has said that it is withholding judgment on that plan until actual legislative language is drafted, Obama said that he wants a bill that makes it clear from the outset that undocumented immigrants eligible to earn their way to citizenship can eventually obtain it.

"What we don't want to do is create some kind of vague prospect in the future that somehow comprehensive immigration reform that includes a pathway to citizenship will happen, you know, mañana," Obama said. "We want to make sure we are very clear this legislation provides a real pathway."

The president said that enhancing border security measures and workplace enforcement provisions are a part of his plan, as well as the Senate's, and cited his administration's efforts to bulk up border security during the past four years, saying that illegal crossings have dropped 80 percent since 2000.

Jodi Arias Borrowed Gas Cans Before Killing Ex

Accused murderer Jodi Arias borrowed two five-gallon gas cans from a former boyfriend the day before she drove to Arizona to kill another ex, Travis Alexander, according to testimony in Arias' murder trial today.

In cross examination, prosecutors also forced Arias' former live-in boyfriend Darryl Brewer to describe his sex life with Arias as "pretty aggressive."

Brewer, 52, dated Arias for four years and shared a home with her in California for two years. He told the court today that Arias called him in May 2008, asking to borrow gas cans, but would not explain why. She called him again at least two more times, and arrived at his house on June 2008, to borrow the cans.

On the day she picked up the gas cans she told Brewer that she was going to visit friends in California and Arizona.

Prosecutors argue that Arias then drove to Mesa, Ariz., where she allegedly had sex with Alexander, took nude photos of him, and then stabbed him 27 times, slashed his throat, and shot him twice in the head. She is charged with murder and could face the death penalty if convicted.

Arias, who claims she killed Alexander in self defense, had approached prosecutors two years ago offering to plea to a second degree murder charge, which could carry a 25 year term, but the state rejected the offer, Nancy Grace reported on Good Morning America today.

Brewer said that Arias never returned the gas cans. The pair had been broken up two years earlier and they had only spoken "sporadically," he said.

Prosecutors also showed receipts from Arias' trip from her California home to Alexander's home in Mesa, showing that she purchased a 10 gallons of gas at one gas station the night before she drove to Arizona, and then another 10 gallons from a different gas station 10 minutes later. Prosecutors are expected to argue she brought the gas with her to fill up her car secretly on the way to Alexander's home, showing premeditation for the murder.

Arias' attorneys called Brewer as one of their first witnesses as they began mounting their case that Arias killed Alexander in self defense, arguing that Alexander was controlling and abusive toward Arias.

They asked Brewer to explain how he and Arias had been in a stable relationship for four years, from 2002 to 2006, and had bought a home together before Arias met Alexander at a business conference and began to change.

"I saw a lot of changes in Jodi. She became a different person than I had known previously," Brewer said, describing how Arias' behavior changed in May 2006 when she joined a company called Pre-Paid Legal. There, she met Alexander and began seeing him. She continued to live with Brewer.

"She had continued to pay the mortgage, but she was not paying other household bills, she began getting into debt or financial trouble," Brewer said. "For me it seemed she was not as rational or logical."

Arias also converted to Mormonism while living with Brewer, telling him that he could no longer curse and she would no longer have sex with him because she was saving herself for marriage.

The pair had previously had an "enthusiastic" and "aggressive" sex life, Brewer admitted to prosecutors. They had engaged in anal sex, Arias had taken nude photos of Brewer, and Arias had purchased breast implants in 2006, he testified.

Brewer said that after Arias began to change, he made arrangements to move closer to his son from his first marriage, and he and Arias broke up.

They kept in touch with occasional phone calls until Arias asked to borrow the gas cans in June 2008, and then called him a week after borrowing the cans to say that her friend had been killed.

Martinez, reading notes from an interview Brewer gave to authorities during the investigation into Alexander's death, asked if Arias had ever mentioned needing an "alibi." Brewer said he did not recall any conversation about alibis.

"After this date of June 4, 2008," Martinez asked, "you received a call from Jodi Arias, and she was very agitated?"

"She was sad," Brewer said.

"Did she tell you that her friend had been killed and she did not have an alibi?"

"I don't remember that," Brewer said.

Arias was arrested a month after Alexander was found dead, in July 2008.

US Mom Missing in Turkey Took Side Trips

Sarai Sierra, the New York mother who disappeared in Turkey while on a solo trip, took several side excursions out of the country, but stayed in contact with her family the entire time, a family friend told ABC News.

Turkish media reported today that police were trying to establish why Sierra visited Amsterdam and Munich. Police were also trying to establish the identity of a man Sierra, 33, was chatting with on the Internet, according to local media.

Rachel Norman, a family friend, said the man was a group tour guide from the Netherlands and said Sierra stayed in regular touch with her family in New York.

Steven Sierra, Sarai's husband, and David Jimenez, her brother, arrived in Istanbul today to aid in the search.

The men have been in contact with officials from the U.S. consulate in the country and plan to meet with them as soon as they open on Tuesday, Norman said.

After that, she said Sierra and Jimenez would meet with Turkish officials to discuss plans and search efforts.

Sarai Sierra was supposed to fly back to the United States on Jan. 22, but she never showed up for her flight home.

Her two boys, ages 11 and 9, have not been told their mother is missing.

Sierra, an avid photographer, left New York on Jan. 7. It was her first overseas trip, and she decided to go ahead after a friend had to cancel, her family said.

"It was her first time outside of the United States, and every day while she was there she pretty much kept in contact with us, letting us know what she was up to, where she was going, whether it be through texting or whether it be through video chat, she was touching base with us," Steven Sierra told ABC News before he departed for Istanbul.

But when it came time to pick her up from Newark Liberty International Airport in New Jersey, Sierra wasn't on board her scheduled flight.

Steven Sierra called United Airlines and was told his wife had never boarded the flight home.

Further investigation revealed she had left her passport, clothes, phone chargers and medical cards in her room at a hostel in Beyoglu, Turkey, he said.

The family is suspicious and said it is completely out of character for the happily married mother, who met her husband in church youth group, to disappear.

The U.S. Embassy in Turkey and the Turkish National Police are involved in the investigation, WABC-TV reported.

"They've been keeping us posted, from my understanding they've been looking into hospitals and sending out word to police stations over there," Steven Sierra said. "Maybe she's, you know, locked up, so they are doing what they can."

Brazil Nightclub Fire Deadliest in More Than Decade

A fast-moving fire roared through a crowded nightclub in southern Brazil early Sunday, within seconds filling the space with flames and a thick, toxic smoke that killed more than 230 panicked partygoers who gasped for breath and fought in a stampede to escape.

It appeared to be the world's deadliest nightclub fire in more than a decade.

Firefighters responding to the blaze at first had trouble getting inside the Kiss nightclub because bodies partially blocked the club's entryway.

Witnesses said a flare or firework lit by band members started the blaze in Santa Maria, a university city of about 260,000 people. Officials at a news conference said the cause was still under investigation — though police inspector Sandro Meinerz told the Agencia Estado news agency the band was to blame for a pyrotechnics show and that manslaughter charges could be filed.

Television images showed black smoke billowing out of the Kiss nightclub as shirtless young men who had attended a university party joined firefighters using axes and sledgehammers to pound at windows and hot-pink exterior walls to free those trapped inside.

Bodies of the dead and injured were strewn in the street and panicked screams filled the air as medics tried to help. There was little to be done; officials said most of those who died were suffocated by smoke within minutes.

Within hours a community gym was a horror scene, with body after body lined up on the floor, partially covered with black plastic as family members identified kin.

Outside the gym police held up personal objects — a black purse, a blue high-heeled shoe — as people seeking information on loved ones looked crowded around, hoping not to recognize anything being shown them.

Guido Pedroso Melo, commander of the city's fire department, told the O Globo newspaper that firefighters had a hard time getting inside the club because "there was a barrier of bodies blocking the entrance."

Teenagers sprinted from the scene after the fire began, desperately seeking help. Others carried injured and burned friends away in their arms. Many of the victims were under 20 years old, including some minors.

"There was so much smoke and fire, it was complete panic, and it took a long time for people to get out, there were so many dead," survivor Luana Santos Silva told the Globo TV network.

The fire spread so fast inside the packed club that firefighters and ambulances could do little to stop it, Silva said.

Another survivor, Michele Pereira, told the Folha de S. Paulo newspaper that she was near the stage when members of the band lit flares that started the conflagration.

"The band that was onstage began to use flares and, suddenly, they stopped the show and pointed them upward," she said. "At that point, the ceiling caught fire. It was really weak, but in a matter of seconds it spread."

Guitarist Rodrigo Martins told Radio Gaucha that the band, Gurizada Fandangueira, started playing at 2:15 a.m. "and we had played around five songs when I looked up and noticed the roof was burning"

"It might have happened because of the Sputnik, the machine we use to create a luminous effect with sparks. It's harmless, we never had any trouble with it.

"When the fire started, a guard passed us a fire extinguisher, the singer tried to use it but it wasn't working"

He confirmed that accordion player Danilo Jacques, 28, died, while the five other members made it out safely.

Newtown Families March for Gun Control in DC

WASHINGTON, D.C. — Near-freezing temperatures didn’t stop several thousand gun-control activists from bearing their pickets today, carrying signs emblazoned with “Ban Assault Weapons Now” and the names of gun violence victims in a demonstration organized as a response to the mass shooting in Newtown, Conn. last month.

Walking in silence, the demonstrators trudged between Capitol Hill and the Washington Monument over a thin layer of melting snow. They were joined by politicians and some families of the Newtown victims.

March organizer Shannon Watts said the event was for the “families who lost the lights of their lives in Newtown, daughters and sons, wives and mothers, grandchildren, sisters and brothers gone in an unfathomable instant.”

“Let’s stand together and use our voices, use our votes to let legislators know that we won’t stand down until they enact common sense gun control laws that will keep our children out of the line of fire,” she told demonstrators.

Watts founded One Million Moms for Gun Control after the killing of 20 first graders and six adults at the Sandy Hook Elementary School in Newtown in December. In a profile with the New York Times, Watts said her 12-year-old son had suffered panic attacks after learning of last summer’s Aurora, Colo., theater shooting, leaving her at an impasse over how to talk to him about the latest tragedy.

Also among the speakers was a survivor of the 2007 Virginia Tech massacre, Collin Goddard.

“We need to challenge any politician who thinks it’s easier to ask an elementary school teacher to stand up to a gunman with an AR-15 than it is to ask them to stand up to a gun lobbyist with a checkbook,” he said.

The demonstration comes amid a push by progressive lawmakers to enact stricter gun control measures as a response to the trend of recent mass killings, although any hypothetical bill would likely face strong opposition in Congress.

Rep. Chris Van Hollen, D-Md., was among the demonstrators today.

“The idea that people need high-capacity magazines that can fire 30, 50, 100 rounds has no place in a civilized society,” he said. “Between the time we’re gathered here right now and this time of day tomorrow, across America, 282 Americans will have been shot.”

The congressman was quoting statistics compiled by the Brady Campaign to Stop Gun Violence.

Last week President Obama proposed a sweeping overhaul of federal measures regulating gun ownership, including a universal background check system for sales, banning assault weapons,  and curbing the amount of ammunition available in weapon clips.

An ABC News/Washington Post poll released Thursday found 53 percent of Americans viewed Obama’s gun control plan favorably, 41 percent unfavorably. The division was visible today, as a handful of gun-rights advocates also turned out on the National Mall to protest what they believe would be infringements on their Second Amendment liberties.

'Hot' Guns Fueling Crime, US Study Says

Christmas is the one day of the year that Wal-Mart is closed, but for a group of four New Mexico burglars, it was the perfect time to stop in for some firearms.

Video surveillance cameras caught the masked burglars red-handed, stealing rifle after rifle. Police arrested the four men, and were able to recover the guns. But all too often, stolen weapons end up in the hands of criminals.

The New Mexico caper is part of a flood of gun thefts nationwide. And it's not only commercial gun dealers vulnerable to theft.

Guns are a top target for home burglars looking for something they can easily sell on the street.

An estimated 230,000 guns per year are stolen in home burglaries and property crimes, according to a study by the Department of Justice.

"Any burglar that goes in a house and finds guns, their eyes are going to light up," says former ATF Assistant Director Mike Bouchard. "That's the first thing they're going to take."

The statistics for commercial thefts show that nearly 25,000 guns per year are lost or stolen from gun dealers.

According to the Bureau of Alcohol Tobacco and Firearms (ATF), more than 4,000 gun stores and retailers have been targeted in the last three years, with 74,000 guns reported stolen or lost. And criminals will use any method possible to get their hands on some weapons, either for their own use, or to sell on the black market.

Recently, thieves have taken to using a stolen vehicle to ram down the front doors of a gun store. In North Charleston, S.C., for example, burglars smashed a stolen truck right through Guns and Gold Trading Post, stealing $4,500 worth of guns before making a quick getaway.

"Gun stores are like candy stores for criminals," says Mike Bouchard.

2012 was a record year for gun sales, with more than 19.5 million background checks run for gun purchases, up almost 20% from the previous year. But while legitimate sales skyrocket, huge numbers of illegal guns are hitting the streets.

According to the Justice Department, more than 1.4 million guns were stolen or lost between 2005 and 2010.

Former ATF Assistant Director Bouchard says crooks have easy access to cheap stolen guns on the street.

"If you talk to any criminal, they can find a gun within an hour or two. Cheaper guns that were stolen can be sold for $50. On the street, a typical good handgun will run you $200 to $300," Bouchard said.

Some thieves have even targeted gun shipments, stealing the weapons before they get to market.

Last November, for example, a rogue truck driver allegedly stole a shipment of 111 guns he was supposed to deliver from the Smith and Wesson factory in Springfield, Mass.

When police caught him, they recovered 28 of the stolen guns, but some had already been used in crimes.

When police arrested the alleged stick-up robber known as the Black Jacket Bandit, they found one of the stolen guns was allegedly used by him in a convenience store robbery within weeks of the delivery heist.

In November, more than 100 powerful AK-47s were stolen from a rail yard in Atlanta. The guns were in a box car containing more than 1,000 guns being shipped from an overseas manufacturer to a major U.S. distributor, authorities say.

A few of the weapons have been recovered, but police are deeply concerned about having scores of new assault rifles falling into the wrong hands.

Given all the gun thefts, police say it is critical for gun owners to secure their weapons in gun safes or locked cases. And authorities are urging gun retailers to fortify their buildings, to try to prevent "smash and grab" type robberies.

Will Women Register for Selective Service?

Defense Secretary Leon Panetta today lifted the ban on women serving in combat positions, opening the door to more than 200,000  new military posts and raising a number of important questions, including: Will women eventually be eligible for the draft?

By law, all male U.S. citizens and permanent residents must register with the Selective Service System within 30 days of their 18th birthday. Registration puts those “male persons” on the list the government uses if ever the draft returns and conscription in the military is deemed necessary in a time of war.

As of a 1994 review, women were still exempt from registering because they did not serve in combat positions. Today’s change in Pentagon policy, however, could ultimately result in a change to the law.

But it will take more than just the stroke of the defense secretary’s pen for the Selective Service Act to include mention of women.

With any change to personnel policies, the Defense Department  is “required to provide an analysis of its impact on the Selective Service Act,” said a senior Pentagon official said on the condition of anonymity.  “So that will be part of the notification to Congress.”

But what comes next is  unclear.

“With regard to what will happen from there, I can’t say,” said the official.

Defense Secretary Leon Panetta later admitted to reporters that he, too, did not know the potential impact of the change to the Selective Service Act.

“That’s not our operation,” said Panetta.

Known for his use of colorful language, Panetta then said, “I don’t know who the hell controls Selective Service, if you want to know the truth.”

“But, you know,” Panetta added. “Whoever does, they’re going to have to exercise some judgment based on what we just did.”

The Selective Service System is a federal agency independent of the Department of Defense.

Clinton on Benghazi: Afghanistan Diverted Resources

House Republicans slammed Secretary of State Hillary Clinton today for her lack of awareness of State Department cables warning of security threats in Benghazi, Libya, prior to the Sept. 11 attack that killed four Americans, including Amb. Chris Stevens.

In the second congressional hearing of the day reviewing a report by the Accountability Review Board on the State Department's security failures, Rep. Michael McCaul, R-Texas, asked Clinton this afternoon why her office had not responded to a notification from Stevens about potential dangers in Libya.

"Congressman, that cable did not come to my attention," Clinton calmly told the House Foreign Affairs Committee hours after her Senate testimony this morning. "I'm not aware of anyone within my office, within the secretary's office having seen that cable."

She added that "1.43 million cables come to my office. They're all addressed to me."

Rep. Matt Salmon, R-Ariz., asked Clinton whether she thought that signaled the need for a shifting of priorities to make sure she is notified about these kinds of threats in the future.

"That's exactly what I'm intent on doing," Clinton said. "We have work to do. We have work to do inside the department. We have work to do with our partners in DOD and the intelligence community."

Such answers failed to appease members like Rep. Jeff Duncan, R-S.C., who accused Clinton of letting "the consulate become a death trap."

Clinton also told the House committee that an emphasis on security in Iraq and Afghanistan in the past decade diverted resources from other outposts around the world.

She told Rep. Chris Smith, R-N.J., that legislation he championed reorganizing the State Department in the 19990s had "been very important in protecting our people around the world," but that the need for funding was ongoing and unmet.

Clinton reprised her role as defender of the State Department this afternoon in the second half of congressional testimony on the security failures that led to the deaths of Stevens and the other Americans.

Stevens understood the significance of the mission, she told the committee several hours after a morning Senate appearance.

"That's why Chris Stevens went to Benghazi in the first place," she said. "Nobody knew the dangers better than Chris, first during the revolution and then during the transition. A weak Libyan government, marauding militias, even terrorist groups … a bomb exploded in the parking lot of his hotel. He never wavered. He never asked to come home. He never said let's shut it down, quit, go somewhere else."

Representatives repeatedly asked about U.N. Ambassador Susan Rice's assertion on Sunday morning talk shows in September that the attack was fueled by outrage over a video attacking Islam.

Clinton's response was to refer to the ARB report, which said the motivations behind the attack were complicated and still not all known. She maintained that Rice was speaking based upon talking points given to her by the intelligence community.

Rep. Joe Wilson, R-S.C., asked why the secretary of state herself did not appear in Rice's place to give those televised explanations to the country.

"Well, I have to confess here in public [that] going on the Sunday shows is not my favorite thing to do. There are other things that I prefer to do on Sunday mornings," Clinton replied. "And I did feel strongly that we had a lot that we had to manage, that I had to respond to. And I thought that should be my priority."

The afternoon appearance followed morning testimony from an energized Clinton, who stood her ground and told the Senate Foreign Relations Committee that she has overseen plans to secure diplomatic outposts around the world while cuts in State Department funding undermine those efforts.

Citing a report by the department's Accountability Review Board on the security failures that led to the deaths of four Americans in Benghazi, Libya, during an attack last year, Clinton said the board is pushing for an increase in funding to facilities of more than $2 billion per year.

"Consistent shortfalls have required the department to prioritize available funding out of security accounts," Clinton told the Senate this morning, while again taking responsibility for the Benghazi attack. "And I will be the first to say that the prioritization process was at times imperfect, but as the ARB said, the funds provided were inadequate. So we need to work together to overcome that."

Clinton, showing little effect from her recent illnesses, choked up earlier in discussing the Benghazi attack.

"I stood next to President Obama as the Marines carried those flag-draped caskets off the plane at Andrews," Clinton said this morning, her voice growing hoarse with emotion. "I put my arms around the mothers and fathers, sisters and brothers, sons and daughters."

The outgoing secretary of state was the only witness to giving long-awaited testimony before the Foreign Relations Committee this morning, and appeared before the House Foreign Affairs Committee at 2 p.m.

The secretary, who postponed her testimony in December, started today by giving context to the terrorist attack.

"Any clear-eyed examination of this matter must begin with this sobering fact," Clinton began. "Since 1988, there have been 19 Accountability Review Boards investigating attacks on American diplomats and their facilities."

But the secretary did not deny her role in the failures, saying that as secretary of state, she has "no higher priority and no greater responsibility" than protecting American diplomats abroad like those killed in Benghazi.

"As I have said many times, I take responsibility, and nobody is more committed to getting this right," Clinton said. "I am determined to leave the State Department and our country safer, stronger and more secure."

Among the steps Clinton has taken, she said, is to "elevate the discussion and the decision-making to make sure there's not any" suggestions that get missed, as there were in this case.

Clinton testified that the United States needs to be able to "chew gum and walk at the same time," working to shore up its fiscal situation while also strengthening security, and she refuted the idea that across-the-board cuts slated to take place in March, commonly referred to as sequestration, were the way to do that.

"Now sequestration will be very damaging to the State Department and USAID if it does come to pass, because it throws the baby out with the bath," Clinton said, referring to the United States Agency for International Development, which administers civilian foreign aid.

While the State Department does need to make cuts in certain areas, "there are also a lot of very essential programs … that we can't afford to cut more of," she added.

More than four months have passed since the attack killed U.S. Ambassador Christopher Stevens and three other Americans in Libya. These meetings, during which Clinton discussed the report on State Department security failures by the Accountability Review Board, were postponed because of her recent illness.

Clinton told the Senate that the State Department is on track to have 85 percent of action items based on the recommendations in the ARB report accomplished by March, with some already implemented.
